Piney Church Road North (PCN) is a $7.25M multi-road improvement contract for American Community Property Trust (ACPT). The reconstruction of Piney Church North is the central hub and critical path for many surrounding projects in the area.

One facet of the project is the utilities and rough grading of Winged Foot Court (future Glen Eagles Subdivision) which serves as the primary sanitary outfall for all of the adjoining projects.

The second facet of the project is the construction of St. Linus Road which will provide the future high school access to Piney Church Road. St. Linus Road also provides access to Regency Furniture Stadium, the new home of the new Southern Maryland Blue Crabs baseball team.

The final facet of this project was in the reconstruction of existing Piney Church Road which included (1) mile of road reconstruction with a combination of new and overlaid pavements as well as (17) utility crossings, (2) sanitary force mains, 12” water main, and the export of over 60,000 cy of soils. This also included the construction of (3) SWM basins.

The major challenge Facchina faced in satisfying the stakeholders of this project was Regency Furniture Stadium opening in May of 2008 despite many upfront pre-construction delays. Collaborating with ACPT, the Maryland Stadium Authority, and the Charles County Government, Facchina was permitted to close the existing Piney Church Road to through traffic from September 10th, 2007 thru May, 2008. This enabled all trades to execute their scopes of work without the time and unsafe conditions required from maintenance of traffic demands. All the while, the closure provided a much safer construction atmosphere for local residence impacted by the improvements.
