The Orange County Courthouse is a 22-story county courthouse with two 5-story office buildings, a 750-car parking garage, and a central energy plant. Value engineering reduced the cost of the project by nearly $6 million, bringing the GMP within the owner’s budget.  Other savings also achieved through a redesign of the parking garage which substituted design/build precast for cast-in-place concrete. Because the courthouse had to be free of columns, exceptionally long beam spans and larger than normal column loads were required. Switching to a high-strength, 12, PSI concrete for the lower five floors addressed this issue.  Affirmative action goals of 80% local, 18% minority and 6% women-owned were exceeded. A resource center was established and helped create 2,000 jobs and employ more than 150 subcontractors, vendors and suppliers. This effort included one of the largest training programs ever attempted in the state.
